Well that rules out England, Im struggling to plan a route to work that doesnt involve it though.

Only if the pavement's a footway, and the difference between a footway and a cycle track is what the planners or local government decide. The home office itself says cyclists should only be prosecuted where their riding endangers others.
The stats suggest if cyclists rode on pavements all the time deaths would fall overall. There'd be a few more pedestrian injuries and deaths but a lot less cyclist ones
