Ah misunderstood, sorry. So I wasn't man enough to be considered for the speed course. That makes more sense.
Although having very quickly googled it, I can only find this reference to those figures:

Other sites say between 35-39mph in a 30 limit.
There seems to be a lot of confusion over it.
