Cos it's less effort to get the petrol nozzle into the tank.

The real-world "advantage" is that you'll hear an induction roar as the air is drawn through the carbs and which is quite muffled with the tank firmly screwed down. It's an aestheitc thing again, just like the exhaust note. As for more power, well... yes I think it's a theoretical thing and in reality is pretty non-existant.
