No, it is most definitely not safe to rde around like that!
I would ditch the god-awful Dunlops any way and get
anything else! (you can't get much worse!!)
Otherwise, if you take the tyre to a bike tyre dealer, they
may be able to remove & repair the tyre. It does depend however, on exactly where the nail is on the tyre!
