I've had one like that for best part of 30 years - still works fine. Leave the screw handle where it is, just screw it out as far as it will go when you fill with oil from the other end.
The other end will have a screw-in cap, holding two slotted washers with a rubber one between them. Remove the screw cap and washers and fill with oil (having unscrewed the handle at the other end). Put the end of the cable through the cap. Put the two slotted washer with the rubber one between them onto the cable end, so the cable outer passes through the centre holes in the washers and rubber. Put the washer/rubber stack into the end of the oiler tube. Screw the cap back in - this will squash the rubber, sealing against the cable outer. Now *slowly* screw the handle at t'other end in, until you see oil appear at the far end of the cable. Don't turn the screw too fast, as this can burst the cable outer plastic sleeve.
