Classic Parallax Error.

Analogue rev counters have always been known for their bad accuracy. Bear in mind that they're just cheap dials, with cheap scales on them, and mass produced - probably little or no calibration done on them.

What they're really there for is a relative indication of how many revs you're doing. If you like to shift at 8,000 rpm, then that's fine... it doesn't really matter if it is 8,000 rpm or not, but that's just where you like to change gear.
