Above comments are correct, Not all rearsets are adjustable but some are. They are generally more dedicated to racing than normal foot peg hangers and so often come with footpegs without rubber to improve feel etc.
You can also get "jack up plates" which are bits of metal plate used to go between the frame and standard root rest hangers to move the stock items up and back. Gives better ground clearance at a fraction of the cost, but not as "trick" looking
