If bikes were banned from the road, I'd keep a track bike (presumably that won't be banned) and go out for blasts on the road from time to time on that. I'd just accept that you'd have to try to outrun any police you came across.

Of course, a lot of other people would do the same and it'd be sooooo much safer than the current situation.
