Its irrelevant if there are bikes frequently parked there tbh. If its not private land and not a bike bay then technically they could ticket you every day.
I think youre best bet here is to argue private property - they cant ticket you if it is. But take pics and prove that youre not on the public highway or pavement.
And as jambo said, better not to say your plates covered if it isnt. If they have pics it wont look good for you.
