It's required for MOT and I believe it's required for construction and use regulations.
Most people don't bother putting one on, since funnily enough you have another red reflector not far above the numberplate. If you really want to put one on then some people put them onto the numberplate light or you can buy little ones and fill a space on the number plate with it.
