Check the adjusters at the handlebar end. Two adjusters, one to wind in the slack of the throttle the other to wind in the slack of the return throttle cable. If this doesn't work try oiling the cables. A Haines manual describes this very well.
Section 1.13 job number 7.
If this doesn't work you will probably need new cables. If you need to change one you may as well change the other. (my opinion only).
There is always the possibilty that the return throttle cable nipple has snapped. Quiet common. Check the throttle cable at the engine end. If it is still intact, dismantle the throttle and check inside.
