Would they? I certainly wouldnt. Reinstalling should be a last resort as most people have data they wish to keep and to perform a "true" reinstall it would require the drive to be blank.
I would first try and salvage the current OS. If that wasnt possible i'd move onto other options and only once all personal data is in a safe place would i recommend a reinstall.
