I think its rubbish.
I could be wrong, but the only force that could be put on these Calcium (hard water causing) ions is paramagnetic. (The ferromagnetic force is out, since... we dont have Iron in the right state (ie metal).)

And, I believe that the paramagnet force can only act on Ca when Ca is a metal. (Ie Ca 20)
It is never in this state in tap water (by definition), therefore the magnets can have no effect.

As I said, I could be wrong.
