It's not just about brightness though, it's also about the physiology of the human eye... For example, it's pretty much accepted that a yellow filter improves visual acuity in low light conditions, while a light close to daylight gives better perception of movement. Not so sure about the claims for blue light and depth perception, I walked into a lampost in Glasgow in a blue-lit street
