if we're going to look at this sensibly we should consider staged licenses, why not go back to 50 cc at 16, 125 on car licenses, then 33bhp then full bike at 21
that way anyone could get a lot of road experience on a 125 on just their car license then go for full bike license when they're ready, doesn't stop people buying a gsxr1000 but might encourage them to take logical steps to that aim
