The R&G ones I had on a track bike had metal cups. These didn't bend, but the bung came straight out pretty much, making them fairly useless.
The ones on my main race bike seem much better, crashed four times on one side:

Now, if you were to have a really, really bad crash, these might be more likely to damage the frame, as they are not really 'sacrificial' - however, as you've seen, the sacrificial ones can also damage the frame.
