Yes, if you want them specifically removed from your licence, then you will have to pay £19 to the DVLA. However, if you change address, they'll come off automatically I think.

Finally, chances are that your insurance company will want to know what points you've had over the past 5 years.

Other endorsements stay on your licence far longer - such as DD (Drink drive etc).
They do come off when you move house.
