It's possible the valves are in just the wrong place and the slack on that side of the chain is being taken up, so not allowing tension to be removed.

I would pull front valve cover to check for teeth jumping and move the engine slightly in forward direction. Or maybe wind it over on alternator bolt several times to make sure nothing unpleasant's going on.
