I've been reading a little about this on another forum (car forum)
The general consensus is that the laws, if they ever get through, won't be retrospective and will apply to new vehicles from date of legislation.

It is also aimed at people messing with emission control systems, and safety equipment so I think aesthetics and handling improvements, rider aids and the like would probably not be affected.

It is also to do with automated devises on vehicles, for example it would outlaw someone being able to change the ecu or engine mapping and perimeters where a self driving car would have factory settings, which is no bad thing imo.
