So why does Pedrosa hang his leg and foot off the peg when coming up to bends?? Isn't he supposed to be changing down?

He is not alone in this. Many others do it including Rossi. Gear shifts would have all been completed by the time the foot moving off the footrest takes place. It is a kind of re balancing reaction due to the immense braking forces that are dragging the rider forward.
