......can I turn this off so I can just click the link?

Also, it opens up a new tab. Can I change it to open a window instead?

Press SHIFT instead, or go to tools/options/tabs and untick "open new windows in a tab instead" - that's for Firefox.

use opera instead. IE is rubbish and everyone knows it.
