Brake pad thickness? There isn't one, but I guess you could be done for riding a dangerous vehicle if the situation arose.

Edit: brakes aren't one of the things I would chance my arm on. I like to stop!

You mean pad thickness?

AFAIK it's 1.5 or 2mm for standards and 1mm for sintereds.

Yeah thickness is what I meant, mine are borderline, I think i'll change them ASAP, I have been quoted by a Kawasaki dealer OEM £80 and EBC £70 for 2 sets, are EBC any good?

Get EBC pads direct from EBC in Northampton and do them yourself.

It was a good two thirds cheaper when I looked into mine.

Changed mine @ 1mm in hind sight 2mm would have been better

There isn't a legal minimum. Brakes are still surprisingly effective even when the pads are down to the metal, although the horrible graunching sound is a bit off putting and the subsequent need to replace the discs as well quite expensive. If a copper did find your brakes in such a condition you're likely to get done for the offence of "failing to maintain"

Generally I replace mine on my road bikes when they're getting around the 1mm mark, unless I'm off on a longish trip in which case I might want a bit more in hand. If you take your bike to a dealer/shop for service expect them to replace them much earlier, that's because they're expecting them to have to last all the way to the next service. Obviously if you do them yourself you can eek them out a bit more....
