No, the 99 - 02 SV were meant to have their ignition retarded to pass noise or emmission regs.
Don't waste your money on one of these, they don't do anything. There is a post on how to disconect the wires in the ignition circuit, on the SVorg main page, which is meant to achieve the same result, but having done this mod too, I can tell that this does do anything either!
