imho, if a helmet wont fit and the child is not strong enough/tall enough to be on the back then they shouldnt be on the bike.
My rule is they must be able to get on un-assisted and be strong enough to hold on at 60mph (110mph comes with experience and age) |

Try it with a pack of spuds first or something like that, if it can take the extra weight without slipping or coming off should be safe I reckon.

not a chance. There is no way i'd take a pre-school age kid on a bike, no matter what devices were used. There's no way protective kit would fit properly, and even if it did they're still extremely vulnerable. Having seen the mess made of cars in 20mph shunts, a small kid would fare a lot worse.
and it's probably illegal.

As far as I'm aware it's legal as long as they can touch the foot pegs?
Amusingly I've not read anything that says the foot pegs have to be attached to the bike so maybe just remove them and tie them to their feet? |
