Before you start opening specific boxes, you should check to see if that is the actual blockage or if it's the carbs stopping the flow.
Take the float bowls off the carbs and see what's inside. Btw, I've heard that they are basically same engine, but with different barrels, not sleeved down 650s. |

You shouldn't need to take the carbs off. I'm pretty sure a few people have said you can get the bowls off with carbs in situ.
If the bike was standing for a while, then don't be surprised if the carbs are blocked with gelled fuel, which would mean taking them off and cleaning them up. |

I haven't investigated the bottom of the SV tank, and I have a pointy one, so not sure. My best guess would either be the vacumn, as you suggest or a spillage/breather pipe from the filler cap.

I'm guessing the SV400 is the same as the 650 carb jobbie.
The square block thing on the side frame rail you referred to originally is a fuel pump. It takes a vacuum signal from the rear carb which works a diaphragm/spring type pump. I've taken one apart, but wouldn't recommend it unless you're pretty sure there's something wrong with it. There's delicate gaskets, springs and ball bearings etc in there ready to get lost! There's also a vacuum signal from the rear carb which goes to the fuel tap on the bottom of the fuel tank to hold it open while the engine is running. If as you say it has been standing for a long while, you really need to drain the tank and carb bowls since it'll be a pig to start on manky old fuel. Carbs can be drained in situ, there's a socket screw (allen type) in the side of the float bowl which you can just get a key into, loosen them a couple of turns and the fuel comes out of the bottom. You might well find fresh fuel will do the trick without needing to do any further dismantling. |

Don't take the pump apart unless you're absolutely sure it's not functioning correctly. Arrange another fuel supply and bypass the pump - you can just fill the tank a bit and connect the two hoses that go to the pump together - the carbs don't need fuel pressure to work, the only reason there's a pump is that the bottom of the tank is below the carbs, so a gravity feed can't be used.
If it runs properly with another supply the pump may be your problem, but it's very rare for them to give trouble, so I'd look elsewhere first, as Embee says if it's been unused for a while, the fuel will most likely be junk, bin it and run some new fuel in.
