I always use MAX LITE (there green) you can get them in just about any good bike shop...

Moldex spark plugs
(even drown out the missus's snoring)
I bought a lifetime's supply from this place for about £20

Has anyone found any plugs that just reduce the noise just a little bit?

I do most of my miles on the A2 and plugs (max lites, I think) are great then, but riding around London and not being able to hear the various horns, tyres screeching, screams of fleeing pedestrians, etc. is too unsettling. Could do with something that reduces overall noise (high revs and wind noise) but still lets you hear a lot of the outside world.

As Cronos said have a look at e bay. You can buy packs of different ear plugs to try. You can get 30 pairs (4 different types) for £3.19. I did this and found the ideal pair for me. I now buy big pack of thoes.
