Can still be fined by the council apart from Barnet, Bexley, Brent, Bromley, Greenwich, Havering, Kensington & Chelsea, Kingston, Lewisham, Merton, Richmond and Sutton have no enforcement

But...

...where the driving behaviour is of a blatant and careless nature drivers should be reported for driving without due care and attention/without reasonable consideration.

We was told this the other day. If its just a straight forward offence then we have been told to warn people and not issue a ticket. However if danger was caused then we can report people for "with out due care" and send them to court.

Sillyness if you ask me!!

On a different note I have heard that there will be a new fixed penalty ticket produced in the pipeline to cover more serious driving matters such as the above, possibly with 6 points not sure of the fine.
