Default D.I.Y. to excess?

I live in a 5year old semi which was new when I moved in.Two and a half years ago we got new neighbours who are nice people but---------------
For all this time some sort of building work or alterations have being going on
Mini digger completely reshaping the back garden then cutting slabs for patio out plus mixer for cement to build walls

Building a 25ft extension to the rear of the house,scaffolding.mixer and saw bench

Incorperating the detached garage onto the side of the house,knocking walls down and rebuilding

Building a dormer extension up on the front of the house,scaffolding and noise and mess again

Building a second extension dormer and roof patio to the rear of the house,but running out of money to finish it[Now 5 months]

Cutting marble tiles to do the complete down stairs flooring using power tile cutter in the back garden.

Crashing and banging plus masonry drilling fitting new staircase to accomodate the upstairs roof extensions

Riping out and fitting a new kitchen[Still on going]

Digging up the original patio and having the hot-tub removed and mini-digger to replace the base with a patch of grass

I am just fed-up with the noise and constant mess around the property and wonder if there is a time limit for structural and internal alterations.
We tried to have a BBQ yesterday afternoon but he started cutting kitchen wall tiles with the power cutter outside so the dust was blowing over on to the BBQ and now this morning its power saw and drilling

I appreciate he is improving the property but I just wish he would finish one job and give us a respite before starting another

P.S. the external rear dormer is still not finished and the scaffolding has been intruding into our garden for 5 months now.

Now been politely informed that they are letting the house out and going to AUS for two years so who knows what will happen now

ahhh something in my field, What council do you live in?

did they ask permission for the scaffolding to be done?

can you be a***d with legal documents?

do you have a video camera?

Time limit? Do you mean for works that have planning consent to be carried out or do you mean daily working times for noisy activities?

It mysteriously gets razed to the ground due to a "clerical error"?

IIRC works must begin within 3 years of the date of planning consent being given

Planning permission is granted on nearly all extensions and modifications unless contested. Those little yellow notices you see on lamp posts... have you ever read one? That may sound like Im been a **** but Im just expressing. People get away with murder when it comes to construction because the planning laws that are in place suit the dark ages.

Take a look at what I'm doing in my back garden, I dont need planning permission for that because its less then 2.5m tall and its not attached to the house! The law changed in Oct 2008 because people stopped buying houses more people wanted to modify the ones they own. Prior to 2008 I'd have had to make a submission costing £300 but permisson would have been a certainty.

Half the construction I deal with gets contested once its started but by then its too late, (unless infact they dont have permission then you can have it pulled down). With that amount of re-modelling going on however I agree with thiungus I doubt they'll have permission for the lot espesially the internal stuff.

Also If he's doing it himself do you know if he has building reg's for the internal construction? If he doesnt the modifications could make his house worthless.

Noise wise, if he's doing it during the day, within reasonable hours, and assuming you're not working nightshifts therefore requiring sleep during those hours, I'd say there's not much you can really do about it from that angle.
