connector not connected - SV650.org

I've got a 1999 sv650s and I've found a connector under the tank that isn't connected to any thing and there is nothing obvious to connect it too. Its on the little wiring loom that goes to the carb heaters and it's a single black wire with white tracer. cant seem to find it on the wiring diagram either any ideas thanks

thermostat housing has 2 bolts holding it together.wire goes to forward bolt.
