 If you paid over £40 (*faints*) for this cowl described as 'not perfect, a few blemishes' and received the one pictured below would you be ****ed off?

It looks like an aftermarket fibreglass item that has not been cured correctly so has hairline stress fractures all over.
I wouldnot be happy.

Personally I would have steered well clear, if the chap mentioned it having blemishes but hasn't provided pics of exactly what they were then that would have made me suspicious. Those are quite extensive blemishes too and the picture the seller has provided is small too. Very annoying though

Well, I'm not a guy, but I'll answer anyway.
I'd be furious if I'd got that pile of poop and paid good money for it. Was it off e bay? Start a dispute and claim your money back. NOT as described.
