I don't suppose for a moment I'm the only person this has happened to, but I'm still astounded at this situation.

I have received a PCN for parking a Westminster motorcycle bay, for not having paid the parking permit tax. Nothing new there you might think... except that I did still have a valid 3 month permit.

So, I've been PCN'd for having a valid parking permit...

My challenge to Westminster reads:

Earlier this week, and aware that my Westminster Bike Parking Tax permit was approaching its expiry, I checked on the Westminster Parking website to see when this would happen. It clearly told me, as I was expecting, that the permit expired on Sunday 5 April at 00:59.

So imagine my surprise and subsequent anger, when I returned to my motorcycle on Friday 3 April to find I had received a PCN.

Attached are two screen shots to support this, firstly to show the permit dates, while it was still in effect; and secondly to show the transaction and the dates it covered. Both clearly show an expiry of 5 April 2009.

You will therefore, nullify this PCN, and provide explanation of how such a Penalty can be issued to my vehicle under this code, when clearly the evidence on your systems backs up my claim that the parking tax/permit was paid, and still valid.

I would also like information on how I can claim back my time and costs from you, for wasting time dealing with a fraudulently issued penalty.

Clearly this "trial" scheme is far from mature and ready, as this incident so painfully illustrates.

I'll obviously bring this up with the no-parking-charges people... and I think I'll be pursuing an explanation in writing, and an apology. Any other suggestions?

Westminster bay outside my work, Grey Ducati been parking there for almost 2 months now. For the forst 6 weeks he was getting 1 to 3 tickets a day, he gave up calling them every day advising he paid for x time in advance.

Now they have sussed it out and he is not getting the tickets daily anymore, they are doing it to a BMW now instead..............

Sadly tho from experience i know you wont be able to recoup any costs from them as the law says that you can only claim expenses or damages if you can show the council "acted vexatiously" against you as an individual and they dont count one or 2 errroneous tickets as being a personl attack on you..

Absolutely no harm in perstering them about it tho mate and make them waste their time lie they've made you waste yours. Sadly them jokers are being paid for it as its their job and us the public have to waste our time instead.

Billy, if it comes to this then UNDER NO CIRCUMSTANCES PAY them till you've spoken to me about it. Onve they have your money you have even less chance of seeing it again.
Especially as it'll quickly be secreted into an Icelandic bank account and it'll be gone.
