1999 SV650 Idle issue

Hi Guys. I've recently bought an SV650 1999. At the moment it idles at 3000rpm, way to high! With the throttle adjuster on the bar all the way in, the idle screw all the way out and the choke off it still sits at 3000rpm and I can only go up from there. The only thing I can think is that someone has tightened the throttle cable at the other end (i.e. not the bar) so it won't close all the way can anyone tell me where the other end is and how to get to it? It's a nightmare!!

Remove:

1. Side panels
2. Seat
3. lift tank
4. Remove airbox

You'll then see it, on right hand side of the carbs.
