Default is it safe to head north?

Piles of **** in the middle of bends

slow moving obstructions in the middle of the road

Beer bottle thrown on overtake obstructions

Bike pinched whilst having lunch in a pub/cafe

When will it be safe to ride up north again?

Well I can't say its safe from **** on bends, slow moving obstructions or low flying beer bottles, but I would think(and hope) it was free from bike pinchers.

oh yeah, on the recce it was absolutely heaving with old type horsedrawn gypo vans, on their way up there.

Mind you, some of the old boys holding the reigns tipped a hat to thank you for keeping the revs down as not to scare their nags
