I didnt have audio, are the people in the video car just 2 people randomly filming - hoping to catch something good or were they police officers?

Looks like they were getting footage for their website (I think they do mods) the dashcam being one of them.

Were just in the right place to catch this.

From the comments it look like community service, 2 year ban and two year suspended prison sentence... How valid that information is I do not know.

Some truly appalling driving there, that could have killed the pedestrian, but luckily did not.

Ah that makes sense, they did well to react that quick. To think to let one to leave the car while the other one kept an eye on her location IMO they did well.
The way things are I'd not be suprised if the driver of the video car got prosecuted for his driving whilst catching her back up. As safely as he did it, it was still blatently illegal lol.
