Default Should the RHS footpeg swivel when the back brake is pressed

Should the right hand side footpeg swivel when the back brake is pressed. I noticed this today and wondered if it is normal. It turns as far as the brake lever does.
I am not sure if this explains it but can somebody have a look at theirs.

No, the retaining bolt is loose.
