Might be different for yours... Mine has a strap that goes around the back of the tank (tank hinge), 2 plastic hook things that hook onto the bottom edge of the tank about halfway up, and the straps with the bucle at the front which I actually don';t have as recommended- instead I just wrap them around the bottom of the tank, that way I can lift the tank without having to remove the straps. Originally it was wrapped right around the frame IIRC.
I think what they mean is basically around behind the steering stem (this is the bit in the middle of the yokes that the steering pivots around- sorry if that's too basic for you!) but I just found that to be a hassle.

Don't tighten it up all at once, do it progressively until you get the fit perfect

I would have thought that you would want to put that on, incase of rapid deceleration, if you have a bag on it might flip up into you face.

I've got it tied around the tank instead, so it's just as secure, just a bit less of a hassle.

They're a bit of an aquired taste aren't they... But fantastic for carrying luggage. Mine's carried a tank bag pretty much every day of its life, and the tank's still as new. Plus they're protective as well. (I used to slate them for fogging the paint... turns out it all polished out in about 10 minutes, sorry Baglux!)
I might be giving mine up after my respray, since it won't match and I'm a tart. Back to the rucksack...
