Default no start in cool, wet weather

I have been having problems with my bike not starting - turns over as if it should start, but doesn't. This happens only when weather is cool and damp. At times, the bike will eventually start before wearing out the battery. When it is warm and sunny, the bike starts right up. I have had the spark plug caps changed, and the plugs looked fine. Any thoughts or solutions?

Possibly a worn out battery. Batteries give out less power when cool.
