do you have to spray on lube as well as using a scotoiller??

You dont need to.
However I find in winter sometimes that even the scotoiler doesnt keep the chain lubbed especially on those nasty wet horrible days where all it does is rain all the time. Everynow and again I'll pop the bike up on the paddock stand and give it a clean and then a lube with some spray on chain lube. You shouldnt use the excuse you have a scotoiler to not do periodic checks on your chain IMHO.

had a bike with a s/oiler before and the oil on the back wheel is continuous

Ambient temperature affects the flow rate massively I have found - mine is cranked down to "2" at the moment - on "5" I was cleaning the wheel less than every 100 miles!
