I work in a vets, and we often rehome animals. It's a catch 22 - a lot of people get turned down by rescues, one lady recently because she worked part time! With policies like that, it's no wonder some people go elsewhere. In this day and age it's not realistic for dog owners to be at home all day every day, but with dog walkers people who work can cope.
If we can't rehome within our large practice, we will not put to sleep or send an animal where they will be put to sleep. Also, a big problem is, if an animal had bitten, people will ask the vet to put it to sleep - and the vet will have no way of knowing if it's true or not. It's awful but some people will make stories up if the animal is diagnosed with a long term condition which will cost a lot, if they aren't insured.
One of our vets suspected this recently and drove to the borders overnight in her own time, to deliver a 22 week old puppy (xmas casualty that had *attacked* ) to a breed specific no kill rescue...
In an ideal world, a proper dog licence, breeders also licenced, and mandatory insurance and puppy classes would be the way I'd like it.
