but if they always used the full sentence (wahtever the sentence) then there would be no sense of proportion and also no point in ever pleading guilty.

Whatever the range of punishments judges shouldnt be regularly using the harshest option, that should be reserved for the worst cases.

not usually within the sentencing for specific crimes.

what you're likely talking about is proportion between crimes.
