I dont see the need for the new law. Judges very rarely use the full weight of punishement when sentancing already. If they were constantly doing this then the new law would be needed.

but if they always used the full sentence (wahtever the sentence) then there would be no sense of proportion and also no point in ever pleading guilty.

Whatever the range of punishments judges shouldnt be regularly using the harshest option, that should be reserved for the worst cases.
