Hey I work at the City Council 1 day a week, so I put in their postcode - L2 2DH - and guess what. I qualify!!! Will have to convince them that I live there...

I think they`re trying to encourage people to ride to work Ed so if you`re prepared to ride from your home to Liverpool one day a week i`ll second your application lol

Do people need to be given bicycles? Are they prohibitively expensive?

I reckon if someone wants to save money/the planet by cycling to work they will already have a bicycle. Lots of people are going to get one "just because" they qualify, not because they want a bike to ride to work on....... and a building and shipping bicycle that nobody uses isn't very "carbon neutral"
