Sound like a spyware issue or virus.

Download Adaware and make sure you AV software is up to date.

I say what any old tech support would tell you: reinstall windows.
And then get some proper protecteion (norton antivirus 2006 for example. It might be a tad bit slow, but it certainly does the trick) and perhaps some firewall (be it software or hardware)

I wouldn't enter any personal details until you got this sorted as well.
And if you have bought anything online, be sure to check your cc statements just to be sure nobody has nicked your cc number... Happends all the time

Would they? I certainly wouldnt. Reinstalling should be a last resort as most people have data they wish to keep and to perform a "true" reinstall it would require the drive to be blank.

I would first try and salvage the current OS. If that wasnt possible i'd move onto other options and only once all personal data is in a safe place would i recommend a reinstall.

Last time this happened to me it was the norton anti-virus update, I had to resort to system restore to get the E-mail and E-bay working.

Er it doesn't sound anything like an OS problem seeing as he hasn't mentioned any crashes or anything else. It sounds like you are having problems viewing web pages that need cookies. Try deleting your temporary internet files and cookies, and also check your cookies settings, they may have been set to not accept anything which would explain your website viewing problems.
