Default Front Amber Lights

Just got a 2002 SV650 in last couple of weeks, Terrific bike (Was riding LS650 Savage), just have a question about my front amber lights, signals work fine, but no running lights on with the headlight==are they supposed to be on?

Thanks, Viney==This really was an impulse buy, but I couldn't be happier. Makes the 10 mile commute very enjoyable.
