I tried to get a refund on something similar but they could only get £5 out of his paypal account to refund me.

I've never understood this; paypal have your card details for adding funds. In the majority of cases where people haven't closed their paypal account, why can't they just "yoink" the required amount off someone's credit/debit card that they have set up to provide funds?

I know its a pain in the ass but if your spraying panels anyway for how much work a cowl is, I'd just do it and chalk it down to experience.
Negative feedback the guy, make it cutting but to the point so it cannot breach fle-bay rules and be removed and move on, its not worth the hastle when it comes down to it.
If your thinking of doing a rideout to return it, will cost you more if fuel in the long run.
