Really it's a combination of the two, they kinda bounce off each other. HIV increases the risk and severity of malaria and malaria stimulates HIV replication. Co-infection is quite common in the less well-developed countries and they're trying to find drugs to combat the two together but seeing as they can't cure either it's looking doubtful

I think its a case of yes a condom can fail... but no condom is certain to fail. There is no argument for not using a condom as far as health goes im afraid.
