All those skid marks are not leaving any rubber on the road (only on the kerbstones), all those white scratching marks would suggest to me that the grit is coming free from the surface and acting like ball bearings.

My bet would be on an unsuitable surface.

Probably completely wrong.

Looks like the stones off the white wall maybe. Sweep the road regularly and watch out for kids playing football against it

Or have some smooth render put on it

Why not lay one of those high grip surfaces like the council do on junctions? Quick, cheaper than new tarmac, and highlights a high risk area.
