Some states allow concealed weapons only after a 1 day safety and assesment course and you have to be 100% sqeaky clean to have this and be a us citizen.

The safe way to own guns imo is only let them be stored at the ranges and as DP said earlier you could add gps or something to stop them being taken off site.
So are you saying that a person cant go nutty on site then??

Yes, i am.
They would be contained to certain areas behind steel doors maybe, but remember people can run amok with a kitchen knife and do equally bad damage. I remember a guy doing exactly that in rackams in brum a few years ago now.
I would hope someone in a distressed state could be stopped at the door prior to entering range unless they are cool as cucumber psycho's
