I got a Motrax catalogue the other day, and they have a range of 'spinex' bags. The spine fits to the tank, and has a hole in it for the filler cap. The tank bag can then be zipped to it.

It'd take longer to unzip it than it would to just unclip it and put it on the floor, don't see the point meself.

There are already products which allow easy access to the fuel tank- every magnetic tankbag ever. You're not going to find anything simpler or quicker than that.

Astonishingly, that's what I do too. A piece of non-slip mat underneath (hardware shop = cheap) helps prevent scratching to the tank and slipping.
