whats the real difference between getting a hid kit and just swapping out the standard bulbs for hid bulbs? there is a huge price difference but will the quality be that much lower for just the bulbs?

yes
the HID "bulbs" aren't HID, they're halogen bulbs coloured to make them look a bit like the blue tint you get with HID HID is a completely different method for producing the light source

Yup, in fact the "hid" bulbs make less light than they would if they didn't have the tint on

Yeah false advertising and total stupidity if you buy them, if you want easy upgrade then just pay a little more for a better quality halogen bulb such as the nightbreaker.
The HIDs though, are just excellent, with a standard K3 headlight unit (not SK3), dip is impressive, main beam is like a weapon.

Set up pointing lower than a normal bulb. It's easy to adjust.

You need one kit. (relay, ballast, capsule) per headlight. Or you can have one HID and one halogen.

just to clarify would any one be able to explain what the set up would be for a standard motorcycle with low/high beam.. would the hid have a low and high setting or would 2 kits be needed?
