Set screws are always fully threaded - bolts are threaded usually for the last 2/3 of the length of the shaft, with differences for special applications.

So set screws are basically a normal bolt with zero grip length, i.e zero shank?

The only thing i can imagine is that you have the ones at the back of plastics (Un under the grab rail) mixed up with those ones. I am sure that one set are longer than the other.
